Umumî kâide. Allahü teâlâya âit hüküm, emir.
Zamanın değişmesi ile, örf ve âdete dayanan ahkâm değişebilir. Nassa, delile dayanan ahkâm, zamanla değişmez. Hükm-i küllî değişmeyip, bu hükmün hâdiselere tatbiki zamanla değişebilir.
